This is the 35th monthly Environmental Monitoring
and Audit (EM&A) Report for the First Phase Development of Kwu Tung North
(KTN) and Fanling North (FLN) New Development Areas (NDAs), comprising the Advance
Works and First Stage Works (hereinafter called the ¡§the Project¡¨).
This report is prepared by Wellab Limited under ¡§Service
Contract No. NDO 04/2019 Environmental Team for Environmental Monitoring and
Audit Works in Construction Phase for the First Phase Development of KTN and
FLN NDAs¡¨ (hereinafter called the
¡§Service Contract¡¨). This report documents the findings of EM&A works conducted in September 2022.

Air Quality
5. All
construction air quality monitoring was conducted as scheduled in the reporting
month. No Action/Limit Level exceedance was recorded.
Construction Noise
6.
All construction noise monitoring was
conducted as scheduled in the reporting month. One Action
Level exceedance was recorded.
Water
Quality
7. All
additional water quality monitoring was conducted as scheduled in the reporting
month. Two (2)
Limit Level for DO, One (1) Action Level for Arsenic, One (1) Action Level and
One (1) Limit Level for Suspended Solids, One (1) Action Level and Three (3)
Limit Level for Turbidity of impact water quality monitoring were recorded. No
construction of channel for alternation of natural streams was carried out in
the reporting month. Therefore, no
water quality monitoring was conducted according to the Updated
EM&A Manual and Baseline Water Quality Monitoring Report (KTN & FLN
NDA). Relevant details are given in Section
5.
Land Contamination
8. All
ambient arsenic monitoring was conducted as scheduled in the reporting month.
No Action/Limit Level exceedance was recorded.
Landfill Gas Monitoring
9. Monitoring
of landfill gas in the reporting month was carried out by the Contractor under
ND/2019/01 at excavation location Portion 6b. No Limit Level exceedance was
recorded.
Built Heritage Monitoring
10.
Built heritage monitoring was carried out
in the reporting month by the Contractor under ND/2019/05 for surveyed cultural
heritage. No Limit Level exceedance was recorded.
Ecological Monitoring
11. All
ecological monitoring was conducted as scheduled in the reporting month. The
monitoring result is shown in Appendix L
and will be compared with the Action/Limit level after the issuance of Final
Baseline Ecological Report.
Complaint Log
12.
Two environmental complaints were received
in the reporting month. One for ND/2019/01 and ND/2019/05 (Kwu Tung), and One
for ND/2019/02.
Notification of Summons and Successful
Prosecutions
13.
No notification of summons or successful
prosecutions was received in the reporting month.
14.
This report has been prepared in
compliance with the reporting requirements for the subsequent monthly EM&A
Report as required by the ¡§Updated Environmental Monitoring and Audit Manual
for Advance and First Stage Works of Kwu Tung North and Fanling North New
Development Areas¡¨ (Updated EM&A Manual).
